Module Aims

This module will provide students wih an introduction to the constitutional settlement and law in Wales.

The module aims to provide a basis for study for students to;

1. Identify and explain the nature and operation of devolution in Wales, the constitutional principles, sources of law and practice and institutions;

2 . Consider the significance of devolution in respect of the UK's constitution.

3. Identify, locate and analyse relevant sources of Welsh law;

4. Discuss and debate issues relevant to the Law in Wales such as a separate Welsh jurisdiction and constitution, approaches to education, healthcare, Covid 19.

Content Summary

The module comprises 3 study units and will cover the following indicative content:

• Unit 1 – Devolution and the UK Constitution
Fundamental legal principles and political ideas underlying devolution, key debates, constitutional statutes and decided cases.

Unit 2 - Power and Legitimacy
Law making and executive powers in Wales, the evolution of these, key legislative and executive institutions, key personnel and powers, administrative functions law and the relationship between the bodies.

• Unit 3 – Case Studies relevant to the Law in Wales
Key debates relevant to an understanding of the Law in Wales such as the issue of a separate Welsh jurisdiction and constitution, the accessibility of the law in Wales, the role of the counsel general, judicial review, the approach to Covid 19 pandemic, healthcare and education.
